Narrative:

Descending into mex, was issued a descent clearance to cross mateo at 14000 ft, 250 KTS. The first officer was the PF. To comply, the first officer used the speed brake. Upon deployment, the aircraft rolled violently to the right. The crew regained control of the aircraft, but was unable to make the 250 KT speed restr. During this event, mex approach changed the leveloff altitude to 13000 ft, then asked for our IAS which was 295 KTS, and which the crew responded. As a result, the speed brake was not used again. The remainder of the flight was uneventful.

Title: WHEN THE FO OF A B727 USED SPD BRAKES TO MAKE AN ALT AND SPD RESTR FIX, HE LOST CTL OF THE ACFT WHEN THE ACFT ROLLED VIOLENTLY UNTIL SPD BRAKES WERE RETRACTED. CONSEQUENTLY, THE SPD RESTR WAS NOT MET. THE SPD BRAKES WERE NOT USED AGAIN FOR THE REST OF THAT FLT.

DURING THIS EVENT, MEX APCH CHANGED THE LEVELOFF ALT TO 13000 FT, THEN ASKED FOR OUR IAS WHICH WAS 295 KTS, AND WHICH THE CREW RESPONDED. AS A RESULT, THE SPD BRAKE WAS NOT USED AGAIN. THE REMAINDER OF THE FLT WAS UNEVENTFUL.
