Narrative:

On jun/xa/98 at XA07 at air carrier X terminal in lga, I was PIC of an SF340, preparing to taxi outbound from my park space located 150 yards from the terminal. (Passenger are bussed out.) the first officer called air carrier X ramp control and received permission to taxi outbound to the active txwys. Air carrier X ramp control cleared us out, then we received taxi clearance from ground control as well -- still not having moved yet. An MD80 (air carrier X) then pushed out from the terminal, occupying part of the ramp space. Having already been cleared to taxi by both ramp controller and ground, I studied the available room between the MD80 (who was now stopped and hadn't started any engines yet), and the other SF340's parked. The room was more than ample for my comfort, and I asked the first officer if she thought I should wait or proceed as cleared. She also saw more than ample room, thus we taxied uneventfully out to the runway -- without coming less than 20 ft at any given time to the MD80. Several mins later, I heard the MD80 asking ground what our call sign was, as if he (presumably the captain) was going to write me up or something. I believe the ramp control at lga is inefficient -- else I never would have attempted the taxi. Now I have to fear losing 12 yrs of military and regional flying because some captain perceives things different to me. I suggest ramp control do what it's supposed to -- control.

Title: CAPT OF A SAAB 340 SF34L TAXIED FROM RAMP BTWN ANOTHER COMPANY ACFT THAT HAD ALSO BEEN PUSHED BACK AND WAS VERY CLOSE TO THE RPTR'S ACFT. RPTR BELIEVED THAT THERE WAS SUFFICIENT CLRNC TO TAXI PAST, BUT SUBSEQUENTLY OVERHEARD THE CAPT OF THE OTHER ACFT ASK GND CTL FOR THE NUMBER OF HIS ACFT CAUSING HIM TO BELIEVE THAT A RPT WAS GOING TO BE FILED AGAINST HIM.

AN MD80 (ACR X) THEN PUSHED OUT FROM THE TERMINAL, OCCUPYING PART OF THE RAMP SPACE. HAVING ALREADY BEEN CLRED TO TAXI BY BOTH RAMP CTLR AND GND, I STUDIED THE AVAILABLE ROOM BTWN THE MD80 (WHO WAS NOW STOPPED AND HADN'T STARTED ANY ENGS YET), AND THE OTHER SF340'S PARKED. THE ROOM WAS MORE THAN AMPLE FOR MY COMFORT, AND I ASKED THE FO IF SHE THOUGHT I SHOULD WAIT OR PROCEED AS CLRED. SHE ALSO SAW MORE THAN AMPLE ROOM, THUS WE TAXIED UNEVENTFULLY OUT TO THE RWY -- WITHOUT COMING LESS THAN 20 FT AT ANY GIVEN TIME TO THE MD80. SEVERAL MINS LATER, I HEARD THE MD80 ASKING GND WHAT OUR CALL SIGN WAS, AS IF HE (PRESUMABLY THE CAPT) WAS GOING TO WRITE ME UP OR SOMETHING. I BELIEVE THE RAMP CTL AT LGA IS INEFFICIENT -- ELSE I NEVER WOULD HAVE ATTEMPTED THE TAXI. NOW I HAVE TO FEAR LOSING 12 YRS OF MIL AND REGIONAL FLYING BECAUSE SOME CAPT PERCEIVES THINGS DIFFERENT TO ME. I SUGGEST RAMP CTL DO WHAT IT'S SUPPOSED TO -- CTL.
