Narrative:

I, the captain, was the PF. We were on a VOR approach into lebanon, nh. My first officer was working the radios and was instructed by tower to report procedure turn inbound -- he failed to do so. I did not notice that he missed the report and I asked my first officer if we were cleared to land. He said yes, when in fact we had received no landing clearance and landed anyway. I attribute this mistake to fatigue. I feel that our duty hours are way too long. Under part 121 we can fly up to 8 hours on a 16 hour duty day -- this is way too long. I would not fly on an airplane if I knew the crew was on their 15TH or 16TH duty hour. These regulations need to be changed.

I FEEL THAT OUR DUTY HRS ARE WAY TOO LONG. UNDER PART 121 WE CAN FLY UP TO 8 HRS ON A 16 HR DUTY DAY -- THIS IS WAY TOO LONG. I WOULD NOT FLY ON AN AIRPLANE IF I KNEW THE CREW WAS ON THEIR 15TH OR 16TH DUTY HR. THESE REGS NEED TO BE CHANGED.
