Narrative:

VFR flight to oxv couldn't get aircraft to stay on runway due to crosswind (3 attempts). WX north, south, and west deteriorating. Tried to get into ooa, but could not due to WX. Now had less than 1/4 tank fuel. Called unicom at otm after orbiting due east of field approximately 2 mi. Advised them that I knew the airport was IFR (low ceilings and rain) but that I needed to land there due to fuel. They advised me that there was no known inbound traffic so I landed without incident. I had the field in sight while I was orbiting to the east. Obtained WX information upon landing to send along with this form.

Title: UNAUTH APCH PROC, UNAUTH PENETRATION OF CLASS D AIRSPACE.

Narrative: VFR FLT TO OXV COULDN'T GET ACFT TO STAY ON RWY DUE TO XWIND (3 ATTEMPTS). WX N, S, AND W DETERIORATING. TRIED TO GET INTO OOA, BUT COULD NOT DUE TO WX. NOW HAD LESS THAN 1/4 TANK FUEL. CALLED UNICOM AT OTM AFTER ORBITING DUE E OF FIELD APPROX 2 MI. ADVISED THEM THAT I KNEW THE ARPT WAS IFR (LOW CEILINGS AND RAIN) BUT THAT I NEEDED TO LAND THERE DUE TO FUEL. THEY ADVISED ME THAT THERE WAS NO KNOWN INBOUND TFC SO I LANDED WITHOUT INCIDENT. I HAD THE FIELD IN SIGHT WHILE I WAS ORBITING TO THE E. OBTAINED WX INFO UPON LNDG TO SEND ALONG WITH THIS FORM.
