Narrative:

On approach to penang, received a late letdown clearance and 80 degree intercept for runway 4 to fly the ILS, about 9 mi out 4000 ft. This required time to get established on the localizer and a maximum rate of descent for a safe landing. There was also confusion with approach control due to language. Preoccupied with the challenging intercept and descent and the confusion with approach control because of language difficulty, we apparently missed getting a landing clearance from tower. Even though we had switched to tower after clearing runway and talking to ground, they advised us we had not received landing clearance. There was no conflict in the air nor on the ground.

Narrative: ON APCH TO PENANG, RECEIVED A LATE LETDOWN CLRNC AND 80 DEG INTERCEPT FOR RWY 4 TO FLY THE ILS, ABOUT 9 MI OUT 4000 FT. THIS REQUIRED TIME TO GET ESTABLISHED ON THE LOC AND A MAX RATE OF DSCNT FOR A SAFE LNDG. THERE WAS ALSO CONFUSION WITH APCH CTL DUE TO LANGUAGE. PREOCCUPIED WITH THE CHALLENGING INTERCEPT AND DSCNT AND THE CONFUSION WITH APCH CTL BECAUSE OF LANGUAGE DIFFICULTY, WE APPARENTLY MISSED GETTING A LNDG CLRNC FROM TWR. EVEN THOUGH WE HAD SWITCHED TO TWR AFTER CLRING RWY AND TALKING TO GND, THEY ADVISED US WE HAD NOT RECEIVED LNDG CLRNC. THERE WAS NO CONFLICT IN THE AIR NOR ON THE GND.
