Narrative:

At lendy at 19000 ft, approach cleared us to 13000 ft and told us once at 13000 ft to slow to 210 KTS. I read back the clearance to center and we began a descent to 13000 ft. At 18400 ft approach asked us why we weren't still at 19000 ft. I told him he just cleared us to 13000 ft. Approach told us to continue to 16000 ft on our descent. No traffic conflict was apparent. Flight landed uneventfully. I believe the controller forgot he had cleared us to 13000 ft.
