Narrative:

Received summa 5 lkv transition from sea clearance delivery. The altitude cleared to was read back as 10000 ft and clearance acknowledged the readback as 'readback correct.' after takeoff I contacted departure control as instructed and read back '...out of 2000 ft for 10000 ft.' when climbing we received a TA and then an RA from TCASII as we continued our climb to 10000 ft. The captain responded immediately by leveling off then descending. Departure verified, with seeming uncertainty, that our altitude limit was 9000 ft. We leveled off at 9000 ft and never coming closer than approximately 1000 ft of the aircraft at 10000 ft. In the future I will question any clearance that fails to conform to the normal or typical departure clearance issued from that facility. Supplemental information from acn 402906: I turned on my speaker as the first officer was getting the clearance. I did not hear all the clearance but did hear the controller say 'readback correct.' I questioned the fact that we were cleared to 10000 ft and he confirmed that was our clearance, and he had written down 10000 ft. We checked on frequency and said climbing to 10000 ft. The controller acknowledged the call. We then received a TCASII alert and saw an aircraft at our 1 O'clock position converging. We missed the other aircraft by at least 1000 ft vertically. I did not turn my speaker on quickly enough to tell for sure what the clearance really was, and I plan to make sure I hear all the clearance from now on. Thank you TCASII.

Title: AN MD80 DEPARTING RWY 34 AT SEA EXPERIENCES A POTENTIAL CONFLICT WITH AN ACR FK28 WHO WAS MAINTAINING 10000 FT. THE MD80 HAD BEEN ASSIGNED THAT ALT BY CLRNC DELIVERY WITH DEP CTLR ACKNOWLEDGING THE CHK IN CLB TO 10000 FT RPT BY THE MD80 FO. TCASII PREVENTS THE INCIDENT FROM BECOMING WORSE.

SUPPLEMENTAL INFO FROM ACN 402906: I TURNED ON MY SPEAKER AS THE FO WAS GETTING THE CLRNC. I DID NOT HEAR ALL THE CLRNC BUT DID HEAR THE CTLR SAY 'READBACK CORRECT.' I QUESTIONED THE FACT THAT WE WERE CLRED TO 10000 FT AND HE CONFIRMED THAT WAS OUR CLRNC, AND HE HAD WRITTEN DOWN 10000 FT. WE CHKED ON FREQ AND SAID CLBING TO 10000 FT. THE CTLR ACKNOWLEDGED THE CALL. WE THEN RECEIVED A TCASII ALERT AND SAW AN ACFT AT OUR 1 O'CLOCK POS CONVERGING. WE MISSED THE OTHER ACFT BY AT LEAST 1000 FT VERTLY. I DID NOT TURN MY SPEAKER ON QUICKLY ENOUGH TO TELL FOR SURE WHAT THE CLRNC REALLY WAS, AND I PLAN TO MAKE SURE I HEAR ALL THE CLRNC FROM NOW ON. THANK YOU TCASII.
