Narrative:

Captain retarded throttles and called for me to guard the gear horn to slow aircraft. Around 170 KTS, we felt a bump which we thought it was a bird strike. Then the attention getter starts flashing. We confirmed that we had a right engine failure. I called for the memory items. At that point, we were around 5 mi final. We declared an emergency. I decided to take control of aircraft. After a safe landing, I confirmed there was no fire with the crash fire rescue equipment crew and did emergency checklist. Elected to taxi off of the runway and go to gate. Did an expedited evacuate/evacuation (2 passenger only) and secured the aircraft with checklist. This flight was from iln to mem and was a line check and an FAA ride in a BAE3100. Callback conversation with reporter revealed the following information: this captain is an instructor and check airman for his company and he was conducting a line check of a new captain when an FAA inspector showed up to also conduct a check. After the engine failed the reporter decided to make the single engine approach and landing himself because of his greater experience. The reporter said that his company has experienced 3 in-flight engine failures on BA31 aircraft in the past yr. He has not been told of the cause for this failure, but he has asked the company's maintenance personnel for that information.

Title: AN ACR BA31 FLC ON AN APCH, DURING AN FAA OBSERVED LINE CHK EXPERIENCES AN ENG FAILURE. THE INSTRUCTOR, CHK AIRMAN CAPT TOOK OVER AND PERFORMED A SINGLE ENG LNDG.
