Narrative:

While giving flight instruction on an ILS approach while in VMC conditions, upon contacting fort pierce tower as we were approaching from the west, tower told me to report 3 mi west of the airport. When I attempted to report there was so much communication on the radio that I was unable to contact tower until nearly over the runway. I suppose that next time I would hold 3 mi west until radio contact was once again established and then we could be cleared for a low approach.

Title: A PA32 INSTRUCTOR PLT MAKES A LOW APCH WITHOUT AUTH FROM FPR TWR CTLR. HAD BEEN INSTRUCTED TO CALL IN 3 MI W BUT FREQ CONGESTION PREVENTED THAT.

WHEN I ATTEMPTED TO RPT THERE WAS SO MUCH COM ON THE RADIO THAT I WAS UNABLE TO CONTACT TWR UNTIL NEARLY OVER THE RWY. I SUPPOSE THAT NEXT TIME I WOULD HOLD 3 MI W UNTIL RADIO CONTACT WAS ONCE AGAIN ESTABLISHED AND THEN WE COULD BE CLRED FOR A LOW APCH.
