Narrative:

Departing clt runway 18L en route to orf, flight was assigned a 150 degree heading and a clearance to climb to 6000 ft by clt departure. Established on that heading and climbing through 2500 ft we received a 'descend descend' RA. We notified clt departure and descended to 2000 ft at which time we received a 'clear of conflict' report. Clt tower supervisor notified the crew in orf that an investigation had been initiated into the loss of IFR separation between our aircraft and the cherokee who had departed runway 18L just prior to us.

Title: A DEP DH8 HAS A POTENTIAL CONFLICT WITH A PREVIOUSLY DEPARTED PA28. TCASII ALERTED THE DH8 CREW AND THEY DSNDED. THE GA PLT HAD FAILED TO ADHERE TO A HEADING ASSIGNMENT ON DEP.

ESTABLISHED ON THAT HEADING AND CLBING THROUGH 2500 FT WE RECEIVED A 'DSND DSND' RA. WE NOTIFIED CLT DEP AND DSNDED TO 2000 FT AT WHICH TIME WE RECEIVED A 'CLR OF CONFLICT' RPT. CLT TWR SUPVR NOTIFIED THE CREW IN ORF THAT AN INVESTIGATION HAD BEEN INITIATED INTO THE LOSS OF IFR SEPARATION BTWN OUR ACFT AND THE CHEROKEE WHO HAD DEPARTED RWY 18L JUST PRIOR TO US.
