Narrative:
I was on an IFR flight plan from las vegas to red bluff, ca, via V-105 to reno direct red bluff. South of reno, I was given direct red bluff. I decided to extend my flight plan due to WX at red bluff. The oak controller informed me that I was headed for the china MOA. I was at 16000 ft at the time and requested (and received) FL180. After leveloff, I asked to leave the frequency to check on WX further north. The controller granted that request and told me to advise him when I was back on frequency, which I did. When I returned, the controller told me that I was in the china MOA and to turn to a heading of 180 degrees to exit the MOA. Later, I was given a telephone number to contact ZOA. I spoke to a supervisor, who told me that the china MOA had been raised to FL230 that day. I had not been told about this change during my WX briefing earlier in las vegas nor had I been told while I was en route of this change.

Title: C320 PLT WAS ISSUED A CLRNC PRESENT POS DIRECT RBL. LATER HE IS TOLD HE IS HEADED TOWARD A MOA. HE THEN REQUESTED CLB FROM 16000 FT TO FL180 TO CLB OVER THE MOA. PLT REQUESTS TO LEAVE FREQ, WHEN HE RETURNS HE IS TOLD HE HAS PENETRATED THE MOA.

WHEN I RETURNED, THE CTLR TOLD ME THAT I WAS IN THE CHINA MOA AND TO TURN TO A HDG OF 180 DEGS TO EXIT THE MOA. LATER, I WAS GIVEN A TELEPHONE NUMBER TO CONTACT ZOA. I SPOKE TO A SUPVR, WHO TOLD ME THAT THE CHINA MOA HAD BEEN RAISED TO FL230 THAT DAY. I HAD NOT BEEN TOLD ABOUT THIS CHANGE DURING MY WX BRIEFING EARLIER IN LAS VEGAS NOR HAD I BEEN TOLD WHILE I WAS ENRTE OF THIS CHANGE.
