Narrative:

Passenger was either deranged or on drugs. Began swinging liquor (2 liter) bottle in air, swearing, climbing over passenger, laying in aisle, verbally abusing and pushing flight attendants, and pilot. Claimed to have been arrested in the past as a terrorist. Claimed to be on pcp. Would not adhere to any crew member's demands. Pilot was unable to hand cuff the passenger. I don't feel the flex cuffs are appropriate. We need real cuffs and pilots should be trained on how to cuff passenger.

Title: ON BOARD B767, DERANGED PAX WENT OUT OF CTL ON SUSPECTED DRUGS. PLT USED FLEX CUFFS WITHOUT SUCCESS CAUSING DIVERSION TO ALTERNATE.

Narrative: PAX WAS EITHER DERANGED OR ON DRUGS. BEGAN SWINGING LIQUOR (2 LITER) BOTTLE IN AIR, SWEARING, CLBING OVER PAX, LAYING IN AISLE, VERBALLY ABUSING AND PUSHING FLT ATTENDANTS, AND PLT. CLAIMED TO HAVE BEEN ARRESTED IN THE PAST AS A TERRORIST. CLAIMED TO BE ON PCP. WOULD NOT ADHERE TO ANY CREW MEMBER'S DEMANDS. PLT WAS UNABLE TO HAND CUFF THE PAX. I DON'T FEEL THE FLEX CUFFS ARE APPROPRIATE. WE NEED REAL CUFFS AND PLTS SHOULD BE TRAINED ON HOW TO CUFF PAX.
