Narrative:

Experienced partial loss of power while climbing from 2000 ft to 3000 ft on heading of 330 degrees. Checked fuel, magnetos, and carburetor heat. No change. Canceled IFR flight plan with mht approach and returned to lwm. Uneventful landing. Mechanic checked aircraft to discover carburetor heat linkage broke. Carburetor heat door closed - - reason for partial power loss. Mechanical problem.

Title: PLT OF A PIPER TRI-PACER PA22-150 EXPERIENCED A PWR LOSS DURING CLBOUT ON AN IFR FLT PLAN IN VMC CONDITIONS RESULTING IN REQUESTING A RETURN LAND AFTER CANCELING HIS IFR FLT PLAN. A MECH SUBSEQUENTLY FOUND A BROKEN CARB HEAT CTL LINKAGE WHICH CAUSED THE CARB HEAT DOOR TO STICK IN THE CLOSED POS WHICH CAUSED A PWR LOSS.
