Narrative:

Attempted to apply power for takeoff and received confign warning caused by the flaps being in the up position. We cleared the runway. We were distraction when off the gate by a communication regarding the weight and balance and then by navigating a circuitous, unusual taxi route followed by a long delay for takeoff. We failed to complete the initial portion of the takeoff checklist and failed to lower the flaps. We were distraction during those portions of the taxi when the takeoff checklist is normally performed and once outside that window we failed to notice our omission.

Title: A B757-200 FLC FAILS TO DEPLOY THEIR SLATS-FLAPS PRIOR TO TKOF AT PHL. THEY ABORT THE TKOF WHEN RECEIVING A TKOF CONFIGN WARNING. PIC CITES DISTR WITH WT AND BAL CALL, AN UNUSUAL TAXI RTE AND A TFC DELAY.

WE WERE DISTR WHEN OFF THE GATE BY A COM REGARDING THE WT AND BAL AND THEN BY NAVING A CIRCUITOUS, UNUSUAL TAXI RTE FOLLOWED BY A LONG DELAY FOR TKOF. WE FAILED TO COMPLETE THE INITIAL PORTION OF THE TKOF CHKLIST AND FAILED TO LOWER THE FLAPS. WE WERE DISTR DURING THOSE PORTIONS OF THE TAXI WHEN THE TKOF CHKLIST IS NORMALLY PERFORMED AND ONCE OUTSIDE THAT WINDOW WE FAILED TO NOTICE OUR OMISSION.
