Narrative:

When we get into hotel van at XA00, I smell alcohol on someone's breath. I am sitting in the middle of van so I think it is the van driver because I didn't smell anything in the elevator with flight attendant #1. We got to airport at XA10 for XA12 departure, I grab my flight kit and suitcase and go to aircraft to preflight. Upon entering aircraft I use the lavatory. Coming out of the lavatory I speak to flight attendant #1 and her breath almost knocks me down with smell of alcohol. When I get to cockpit I tell captain we have a big problem. Flight attendant #1 can't fly and must call in sick now. By the time flight attendant #1 comes to cockpit the aircraft is boarded full, 64 people. We call dispatch on radio to get us another flight attendant #1. Replacement arrives some 40 mins later. Sometime around XA50 decision is made to drug test both flight attendants on our flight. Now we need 2 flight attendants. Once flight attendant #2 finds he will be tested he spills his guts. Flight attendants #1 and #2 went out to a disco till very late. They also went out with a 3RD flight attendant from our company that had a later flight than ours. She was probably the one they were calling as our 2ND replacement and she wouldn't answer her phone. We stole the 2 flight attendants from the first inbound flight and blocked out at XC23 local, 2 hours 15 mins late. We had 36 passenger going dfw to sju and an air carrier held a DC10 for 1 hour to accommodate them. They didn't make it. 2 days later, I learn that both flight attendants have been suspended, failed first breath test and will probably be fired. No one that I have spoken to that works at a major airline has ever had a crew member report for work drunk. Ever.

Title: ATR72 DELAYED DEP DUE TO 2 FLT ATTENDANTS ILLEGAL FOR FLT DUE TO ALCOHOL CONSUMPTION ON A MINIMUM REST CREW LAYOVER.

Narrative: WHEN WE GET INTO HOTEL VAN AT XA00, I SMELL ALCOHOL ON SOMEONE'S BREATH. WE STOLE THE 2 FLT ATTENDANTS FROM THE FIRST INBOUND FLT AND BLOCKED OUT AT XC23 LCL, 2 HRS 15 MINS LATE. WE HAD 36 PAX GOING DFW TO SJU AND AN ACR HELD A DC10 FOR 1 HR TO ACCOMMODATE THEM. THEY DIDN'T MAKE IT. 2 DAYS LATER, I LEARN THAT BOTH FLT ATTENDANTS HAVE BEEN SUSPENDED, FAILED FIRST BREATH TEST AND WILL PROBABLY BE FIRED. NO ONE THAT I HAVE SPOKEN TO THAT WORKS AT A MAJOR AIRLINE HAS EVER HAD A CREW MEMBER RPT FOR WORK DRUNK. EVER.
