Narrative:

Air carrier X contacted ATC ground control at B1 for taxi instructions and was directed to taxi to runway 18L via taxiway B and hold short of runway 9 at taxiway B. While holding short of runway 9 at taxiway B, 2 aircraft took off on runway 9 and a third taxied into position for takeoff. I commented to the first officer that it looked like we were going to have to wait for the third aircraft to takeoff prior to crossing the runway. Shortly thereafter ground control cleared us to cross runway 9 and taxi to runway 18L via txwys B and south. I looked up and the aircraft, a saab 340 turboprop, was holding in position on runway 9. I proceeded to taxi on taxiway B to cross runway 9 and the first officer commented that the aircraft on runway 9 was moving. As I looked again it appeared that he was taking off. I immediately applied the brakes and stopped the nose of the aircraft just short of the runway edge white mark. The saab 340 rejected the takeoff and taxied clear of the runway at taxiway B without any further evasive action by either aircraft. The first officer stated that he heard the controller state that the saab was aborting. A different voice came on the frequency and stated that the saab was on a high speed taxi. I asked the controller to confirm this and if this was the case we would have appreciated it if we had been advised of this when we were cleared to taxi across the runway. The saab was on tower frequency and we were on ground control frequency, therefore we did not hear his clearance.

Title: ACFT X CLRED TO CROSS RWY WITH ACFT Y IN POS. AS THE ACFT X STARTED TO CROSS, ACFT Y STARTED TO ROLL. ACFT X STOPPED AND ACFT Y ABORTED.

Narrative: ACR X CONTACTED ATC GND CTL AT B1 FOR TAXI INSTRUCTIONS AND WAS DIRECTED TO TAXI TO RWY 18L VIA TXWY B AND HOLD SHORT OF RWY 9 AT TXWY B. WHILE HOLDING SHORT OF RWY 9 AT TXWY B, 2 ACFT TOOK OFF ON RWY 9 AND A THIRD TAXIED INTO POS FOR TKOF. I COMMENTED TO THE FO THAT IT LOOKED LIKE WE WERE GOING TO HAVE TO WAIT FOR THE THIRD ACFT TO TKOF PRIOR TO XING THE RWY. SHORTLY THEREAFTER GND CTL CLRED US TO CROSS RWY 9 AND TAXI TO RWY 18L VIA TXWYS B AND S. I LOOKED UP AND THE ACFT, A SAAB 340 TURBOPROP, WAS HOLDING IN POS ON RWY 9. I PROCEEDED TO TAXI ON TXWY B TO CROSS RWY 9 AND THE FO COMMENTED THAT THE ACFT ON RWY 9 WAS MOVING. AS I LOOKED AGAIN IT APPEARED THAT HE WAS TAKING OFF. I IMMEDIATELY APPLIED THE BRAKES AND STOPPED THE NOSE OF THE ACFT JUST SHORT OF THE RWY EDGE WHITE MARK. THE SAAB 340 REJECTED THE TKOF AND TAXIED CLR OF THE RWY AT TXWY B WITHOUT ANY FURTHER EVASIVE ACTION BY EITHER ACFT. THE FO STATED THAT HE HEARD THE CTLR STATE THAT THE SAAB WAS ABORTING. A DIFFERENT VOICE CAME ON THE FREQ AND STATED THAT THE SAAB WAS ON A HIGH SPD TAXI. I ASKED THE CTLR TO CONFIRM THIS AND IF THIS WAS THE CASE WE WOULD HAVE APPRECIATED IT IF WE HAD BEEN ADVISED OF THIS WHEN WE WERE CLRED TO TAXI ACROSS THE RWY. THE SAAB WAS ON TWR FREQ AND WE WERE ON GND CTL FREQ, THEREFORE WE DID NOT HEAR HIS CLRNC.
