A fokker 100 aircraft is dispatched to cos with 1 reverser inoperative, deferred on an MEL. The runway braking action was reported good, as required by the MEL. The aircraft blew 3 tires after having partial loss of aircraft control on landing. PIC had received a 'fair' braking action prior to landing and experienced poor braking action.

Narrative:
Blown tires. Aircraft dispatched with 1 thrust reverser inoperative. Checked cos field report. Braking action was reported good. Checked MEL for restrs. Ok for dispatch if braking action good. Landed cos runway 35L RVR 2800 ft. Braking action reported by tower as fair by C130 and beech 1900. During rollout, I had great difficulty with directional control. My braking ability was poor. Postflt inspection showed 3 tires damaged.
