Narrative:

Blown tires. Aircraft dispatched with 1 thrust reverser inoperative. Checked cos field report. Braking action was reported good. Checked MEL for restrs. Ok for dispatch if braking action good. Landed cos runway 35L RVR 2800 ft. Braking action reported by tower as fair by C130 and beech 1900. During rollout, I had great difficulty with directional control. My braking ability was poor. Postflt inspection showed 3 tires damaged.

Title: A FOKKER 100 ACFT IS DISPATCHED TO COS WITH 1 REVERSER INOP, DEFERRED ON AN MEL. THE RWY BRAKING ACTION WAS RPTED GOOD, AS REQUIRED BY THE MEL. THE ACFT BLEW 3 TIRES AFTER HAVING PARTIAL LOSS OF ACFT CTL ON LNDG. PIC HAD RECEIVED A 'FAIR' BRAKING ACTION PRIOR TO LNDG AND EXPERIENCED POOR BRAKING ACTION.
