Narrative:

On apr/xa/98 at approximately XA00 local, I departed mwo on a freight trip to bring parts to atlanta, GA. I was informed by company dispatch that due to reservation conflicts in augusta, I was to drop the parts which originated in cleveland, oh, to aiken, sc, which operated on a first come, first serve basis with no required reservation. I obtained a computer briefing on the route and filed an IFR flight plan from mwo to bkl and one from bkl to aik. The flight was totally normal and very little traffic was noticed inbound to aiken, sc. Approximately 25 SM from aik, we had the airport in sight, canceled the IFR flight plan and continued visually. After landing and unloading the cargo I attempted to file an outbound IFR with FSS and was informed that the NOTAM for ags also served aik, requiring a reservation for both in- and outbound IFR flts. I then filed an IFR flight plan to be picked up over the goodland VOR approximately 35 NM northwest of aik. Departed VFR and received my clearance from center. I learned one very important lesson from this day that I won't trust any one else to determine destinations and in-flight rules, etc. Also that I found that since aik is not a reporting station, it is not in the computer to receive WX and NOTAM information. A human briefer may have the knowledge and experience to obtain the total information needed for a safe flight.

Title: AN ATX LR25 FREIGHTER CAPT ARRIVED AND DEPARTED FROM AN ARPT WITHOUT THE RESERVATIONS REQUIRED BY TEMPORARY OPERATING RULES DESIGNED TO ACCOMMODATE THE TFC FOR A SPECIAL EVENT. THE FLC RELIED ON INFO FROM HIS COMPANY'S DISPATCH PERSONNEL.

APPROX 25 SM FROM AIK, WE HAD THE ARPT IN SIGHT, CANCELED THE IFR FLT PLAN AND CONTINUED VISUALLY. AFTER LNDG AND UNLOADING THE CARGO I ATTEMPTED TO FILE AN OUTBOUND IFR WITH FSS AND WAS INFORMED THAT THE NOTAM FOR AGS ALSO SERVED AIK, REQUIRING A RESERVATION FOR BOTH IN- AND OUTBOUND IFR FLTS. I THEN FILED AN IFR FLT PLAN TO BE PICKED UP OVER THE GOODLAND VOR APPROX 35 NM NW OF AIK. DEPARTED VFR AND RECEIVED MY CLRNC FROM CTR. I LEARNED ONE VERY IMPORTANT LESSON FROM THIS DAY THAT I WON'T TRUST ANY ONE ELSE TO DETERMINE DESTS AND INFLT RULES, ETC. ALSO THAT I FOUND THAT SINCE AIK IS NOT A RPTING STATION, IT IS NOT IN THE COMPUTER TO RECEIVE WX AND NOTAM INFO. A HUMAN BRIEFER MAY HAVE THE KNOWLEDGE AND EXPERIENCE TO OBTAIN THE TOTAL INFO NEEDED FOR A SAFE FLT.
