Narrative:

I planned to cross mosey intersection at 12000 ft as per the mosey STAR into cvg. We were cleared direct to abb, a point 14 mi prior to mosey and were proceeding direct, when we were vectored to the southeast due to traffic. We were then cleared direct to abb with a clearance to cross abb at 11000 ft. We were restr to 250 KTS in the descent. It became apparent we would not be able to make the restr at the reduced airspeed so we informed the center at which time they cleared us to resume our normal speed (355 KTS). It was impossible to make the restr even after increasing to red line speed. The restr we were given required us to cross a point, 14 mi prior to and 1000 ft below the expected point on the STAR. I suggest the STAR be changed to reflect a more realistic situation.

Title: AN MD11 FLC IS UNABLE TO CROSS ABB AT 11000 FT WHEN ATC CHANGES THE CLRNC POINT AND ALT.

Narrative: I PLANNED TO CROSS MOSEY INTXN AT 12000 FT AS PER THE MOSEY STAR INTO CVG. WE WERE CLRED DIRECT TO ABB, A POINT 14 MI PRIOR TO MOSEY AND WERE PROCEEDING DIRECT, WHEN WE WERE VECTORED TO THE SE DUE TO TFC. WE WERE THEN CLRED DIRECT TO ABB WITH A CLRNC TO CROSS ABB AT 11000 FT. WE WERE RESTR TO 250 KTS IN THE DSCNT. IT BECAME APPARENT WE WOULD NOT BE ABLE TO MAKE THE RESTR AT THE REDUCED AIRSPD SO WE INFORMED THE CTR AT WHICH TIME THEY CLRED US TO RESUME OUR NORMAL SPD (355 KTS). IT WAS IMPOSSIBLE TO MAKE THE RESTR EVEN AFTER INCREASING TO RED LINE SPD. THE RESTR WE WERE GIVEN REQUIRED US TO CROSS A POINT, 14 MI PRIOR TO AND 1000 FT BELOW THE EXPECTED POINT ON THE STAR. I SUGGEST THE STAR BE CHANGED TO REFLECT A MORE REALISTIC SIT.
