Narrative:

Location: dca. Aircraft had TCASII improperly placarded. No placard in logbook, no inoperative placard on unit, no balancing entry in logbook. TCASII was placarded through dispatch and a note put on the release. We unknowingly operated flight with an open item in the logbook as no balancing entry had been entered. We then wrote up TCASII again as being inoperative. At mia, the circuit breakers were reinstated and the TCASII was put back into service. It was then that we realized that no balancing entry had been put in the logbook on the day of placarding. The note on the release did not catch my eye except that it mentioned TCASII was needed in mexico.

Title: AN S80 FLC FLIES A FLT TO MIA WITHOUT ITS TCASII BEING OPERATIVE. THE CIRCUIT BREAKERS HAD BEEN PULLED AND IT WAS IMPROPERLY PLACARDED.

Narrative: LOCATION: DCA. ACFT HAD TCASII IMPROPERLY PLACARDED. NO PLACARD IN LOGBOOK, NO INOP PLACARD ON UNIT, NO BALANCING ENTRY IN LOGBOOK. TCASII WAS PLACARDED THROUGH DISPATCH AND A NOTE PUT ON THE RELEASE. WE UNKNOWINGLY OPERATED FLT WITH AN OPEN ITEM IN THE LOGBOOK AS NO BALING ENTRY HAD BEEN ENTERED. WE THEN WROTE UP TCASII AGAIN AS BEING INOP. AT MIA, THE CIRCUIT BREAKERS WERE REINSTATED AND THE TCASII WAS PUT BACK INTO SVC. IT WAS THEN THAT WE REALIZED THAT NO BALANCING ENTRY HAD BEEN PUT IN THE LOGBOOK ON THE DAY OF PLACARDING. THE NOTE ON THE RELEASE DID NOT CATCH MY EYE EXCEPT THAT IT MENTIONED TCASII WAS NEEDED IN MEXICO.
