Narrative:

ATC facility: argentina. Location: north of parana. Our flight and air carrier X were routed north from buenos aires on intersecting airways, both at FL310. We heard the other flight advise ATC that they were deviating west for WX and we saw their lights visually. A look at our charts showed the possible conflict ahead and we made a note of that and decided to keep them in sight. Aware that we were at the same altitude, we tried to contact them on 130.55 without luck. As our aircraft converged we decided to descend and cross under them. The subsequent TCASII message was simply traffic, probably since we were descending. Later, we did establish radio contact with them. Comment -- radio communication with cordova control is often spotty. You must be alert when flying down south.
