Narrative:

While climbing after a normal takeoff, smoke was briefly experienced in the cockpit and upper deck accompanied by a strong smell of electrical burning. An emergency was declared and an immediate return to the airfield was initiated. Emergency procedures were carried out as deemed necessary. Aircraft was within landing limits as far as allowable landing weight. Total time from block out to landing roll and engine shutdown was 31 mins. Maintenance did their troubleshooting and positively idented the problem to be a recirculation fan. The item was isolated and deferred. We later departed with no further incident. I am concerned with company support. Company operations 'air carrier X' was contacted by me after our emergency landing. I asked that I be furnished (via facsimile) with reports to be filed to FAA, etc, at our next point of landing so I could conclude the situation. The company did not follow through as requested and I have not been furnished with support as requested. I am still endeavoring to obtain proper reports in order to file them in a timely manner. At this time I am in europe and without company support. May not be able to meet time requirements as required by FAA and/or other agencies.

Title: FLC OF A CARGO B747 DECLARED AN EMER AND RETURNED TO LAND AFTER SMELLING SMOKE IN THE COCKPIT AND UPPER DECK AREA. POSTFLT INSPECTION DISCLOSED A FAULTY RECIRCULATION FAN. IN ADDITION, THE CAPT COMPLAINS THAT HIS COMPANY HAS NOT SENT HIM RPTING FORMS NEEDED TO MAKE REQUIRED RPTS TO THE FAA OF SUCH INCIDENTS.

THE COMPANY DID NOT FOLLOW THROUGH AS REQUESTED AND I HAVE NOT BEEN FURNISHED WITH SUPPORT AS REQUESTED. I AM STILL ENDEAVORING TO OBTAIN PROPER RPTS IN ORDER TO FILE THEM IN A TIMELY MANNER. AT THIS TIME I AM IN EUROPE AND WITHOUT COMPANY SUPPORT. MAY NOT BE ABLE TO MEET TIME REQUIREMENTS AS REQUIRED BY FAA AND/OR OTHER AGENCIES.
