Narrative:

We were descending into la guardia, nyc. I was getting the new ATIS, which included new landing runway, snow removal, braking action, type of new approach, etc. We were at 11000 ft. While I was listening to the new ATIS, the first officer received a clearance to descend to 9000 ft. As I was finishing my ATIS, ny approach asked him to slow to 250 KTS. I asked him why ny approach wanted 250 KTS when I realized (and he too) that he was doing 300 KTS. He slowed to 250 KTS. I asked him why he was still doing 300 KTS through 10000 ft. Several factors entered into this: I was very busy with ATIS at this low altitude due to new ATIS. We were on a reroute into lga with a long duty day. We were due in at our domicile at XA33. Now we would spend the 4TH night of a 4 day trip in atl or deadhead home late. Mindset -- the first officer's family event was tonight at our domicile. Rest of trip uneventful with the first officer making a nice approach and very nice landing on runway 22 at lga.

I ASKED HIM WHY NY APCH WANTED 250 KTS WHEN I REALIZED (AND HE TOO) THAT HE WAS DOING 300 KTS. HE SLOWED TO 250 KTS. I ASKED HIM WHY HE WAS STILL DOING 300 KTS THROUGH 10000 FT. SEVERAL FACTORS ENTERED INTO THIS: I WAS VERY BUSY WITH ATIS AT THIS LOW ALT DUE TO NEW ATIS. WE WERE ON A REROUTE INTO LGA WITH A LONG DUTY DAY. WE WERE DUE IN AT OUR DOMICILE AT XA33. NOW WE WOULD SPEND THE 4TH NIGHT OF A 4 DAY TRIP IN ATL OR DEADHEAD HOME LATE. MINDSET -- THE FO'S FAMILY EVENT WAS TONIGHT AT OUR DOMICILE. REST OF TRIP UNEVENTFUL WITH THE FO MAKING A NICE APCH AND VERY NICE LNDG ON RWY 22 AT LGA.
