Narrative:
Aircraft #1 took off runway 27R on the SID. Aircraft #2 took off runway 27R on the SID. Tower didn't provide separation. Aircraft #2 was faster and out climbed aircraft #1. The HS25 caught the DC9 5 mi west of phl on the climb out.

Title: ATCT TWR CTLR CLRS HS25 FOR TKOF, OVERTAKING A PREVIOUSLY DEPARTING DC9 ON THE SAME SID. TRACON DEP CTLR DOES NOT HAVE SUFFICIENT TIME TO RESOLVE SIT BEFORE ERROR OCCURS.
Narrative: ACFT #1 TOOK OFF RWY 27R ON THE SID. ACFT #2 TOOK OFF RWY 27R ON THE SID. TWR DIDN'T PROVIDE SEPARATION. ACFT #2 WAS FASTER AND OUT CLBED ACFT #1. THE HS25 CAUGHT THE DC9 5 MI W OF PHL ON THE CLBOUT.
