Narrative:

Phx forecast better than 2000 ft 3 mi visibility. Dispatched with no alternate. Fuel on departure 7900 pounds. En route we were advised to expect holding for phx. WX XA56Z, calm 10 SM, broken 020, broken 035, ovc 050. Determined tus to be our alternate. Holding given at fossl efc XB30Z, 30 mins. Decision fuel for tus 7500 pounds. At 7500 pounds given heading for 015 degrees into phx. We were then committed to phx, then given hold at tonto. At XB30Z efc expired, asked ATC for a new efc, and given XC00Z. I determined 6000 pounds to be minimum fuel and advised phx approach that we would declare minimum fuel soon. ATC replied to make alternate plans because we were #7. At 6000 pounds I declared emergency for fuel. We were given priority direct to phx and landed without incident. Fuel at gate, 4500 pounds.

WE WERE GIVEN PRIORITY DIRECT TO PHX AND LANDED WITHOUT INCIDENT. FUEL AT GATE, 4500 LBS.
