Narrative:

Flight departed iah with the left air conditioning pack inoperative. Climbing through FL230 the right pack quit and the cabin began to climb. A descent was requested, and we were cleared initially to 15000 ft, then 10000 ft. The cabin and aircraft arrived at 10000 ft at approximately the same time. With the operation of the right pack in question, we elected to return to iah.
