Narrative:

Our aircraft was cleared to descend to dreem intersection. A crossing restr was requested by ATC. It was, descend to 5000 ft 6 mi before dreem. I was operating the radios and replied that I accepted the crossing restr. Just before we arrived at the 6 mi restr, we encountered clouds and turbulence. We reduced our rate of descent and indicated airspeed. Because of this, we did not meet our crossing restr altitude. I was busy doing the prelndg checklists and I failed to notify ATC that we were not able to meet the restr. I should have anticipated where I would be and have given ATC a warning that the restr could not be met.

Title: A PA31 ATX CREW FAILS TO MAKE THEIR XING RESTR. THEY ALSO FAILED TO ADVISE BOS APCH OF THIS KNOWN, PROBABLE DEV.

Narrative: OUR ACFT WAS CLRED TO DSND TO DREEM INTXN. A XING RESTR WAS REQUESTED BY ATC. IT WAS, DSND TO 5000 FT 6 MI BEFORE DREEM. I WAS OPERATING THE RADIOS AND REPLIED THAT I ACCEPTED THE XING RESTR. JUST BEFORE WE ARRIVED AT THE 6 MI RESTR, WE ENCOUNTERED CLOUDS AND TURB. WE REDUCED OUR RATE OF DSCNT AND INDICATED AIRSPD. BECAUSE OF THIS, WE DID NOT MEET OUR XING RESTR ALT. I WAS BUSY DOING THE PRELNDG CHKLISTS AND I FAILED TO NOTIFY ATC THAT WE WERE NOT ABLE TO MEET THE RESTR. I SHOULD HAVE ANTICIPATED WHERE I WOULD BE AND HAVE GIVEN ATC A WARNING THAT THE RESTR COULD NOT BE MET.
