Narrative:

I was under the hood receiving instrument holding instruction. Our cadet was on local IFR flight plan being controled by patrick AFB, fl, approach control. Conditions were VMC 10+ mi visibility. We were outbound mlb VOR on 180 degree radial when patrick approach called traffic at 11 O'clock unidented. My instructor called traffic 'in sight' but was looking at another aircraft approximately 5 mi away at the 11 O'clock position. In about 10 seconds he grabbed the controls. I looked up and there was a twin engine green seneca on a head-on collision course. Instructor banked approximately 30 degrees to right and dove. Traffic did the same and we passed within approximately 500 ft horizontal and 50 vertical separation. This occurred due to instructor misidenting traffic and traffic flying very close to 3000 ft MSL to avoid melbourne class D airspace which in this area extends up to 2500 ft MSL. TCASII would have helped. Also, if traffic would avoid flying close to IFR altitudes and be 'on frequency' for this area. Pilot inexperience was probably a factor. I have 100 hours and my instructor has 300 hours.

Title: A STUDENT PLT RPTS THAT THEIR PA28 HAD AN NMAC WITH A PA34 DURING AN INST TRAINING FLT.

MY INSTRUCTOR CALLED TFC 'IN SIGHT' BUT WAS LOOKING AT ANOTHER ACFT APPROX 5 MI AWAY AT THE 11 O'CLOCK POS. IN ABOUT 10 SECONDS HE GRABBED THE CTLS. I LOOKED UP AND THERE WAS A TWIN ENG GREEN SENECA ON A HEAD-ON COLLISION COURSE. INSTRUCTOR BANKED APPROX 30 DEGS TO R AND DOVE. TFC DID THE SAME AND WE PASSED WITHIN APPROX 500 FT HORIZ AND 50 VERT SEPARATION. ALSO, IF TFC WOULD AVOID FLYING CLOSE TO IFR ALTS AND BE 'ON FREQ' FOR THIS AREA. PLT INEXPERIENCE WAS PROBABLY A FACTOR. I HAVE 100 HRS AND MY INSTRUCTOR HAS 300 HRS.
