Narrative:

While on a VOR approach, I came within 300 ft of an aircraft on takeoff. I need to be more alert for other traffic and divide my attention. Callback conversation with reporter revealed the following information: reporter stated that the other aircraft had just taken off on the opposite end of the runway in which he was cleared to land. Reporter further stated that he did not receive instructions to break off the approach and circle to land and that the tower did not have him call them regarding this matter and that he has not received any notices from the FAA.

Title: INST TRAINING FLT HAD NMAC WITH ANOTHER ACFT TKOF IN OPPOSITE DIRECTION TO THEIR LNDG OUT OF AN INST APCH.

Narrative: WHILE ON A VOR APCH, I CAME WITHIN 300 FT OF AN ACFT ON TKOF. I NEED TO BE MORE ALERT FOR OTHER TFC AND DIVIDE MY ATTN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT THE OTHER ACFT HAD JUST TAKEN OFF ON THE OPPOSITE END OF THE RWY IN WHICH HE WAS CLRED TO LAND. RPTR FURTHER STATED THAT HE DID NOT RECEIVE INSTRUCTIONS TO BREAK OFF THE APCH AND CIRCLE TO LAND AND THAT THE TWR DID NOT HAVE HIM CALL THEM REGARDING THIS MATTER AND THAT HE HAS NOT RECEIVED ANY NOTICES FROM THE FAA.
