Narrative:

While flying runway 4L newark 6 departure, first officer, PF, climbed through leveloff altitude of 2500 ft to 2800 ft MSL. I pushed down on yoke. He realized error and descended to the correct altitude of 2500 ft MSL. The problems started when climbing through 1000 ft MSL and 1 DME from airport, departure said 'turn left heading 290 degrees.' first officer did not want to start turn because he wanted to follow SID and wait until 4 DME. I asked departure if he wanted an immediate turn or wait until 4 DME. He replied 'make it a standard rate turn.' in the confusion over when to turn, first officer busted altitude. Leveloff altitude is too low for high performance jet transport. Controller should have specified 'radar vector off SID.'

Narrative: WHILE FLYING RWY 4L NEWARK 6 DEP, FO, PF, CLBED THROUGH LEVELOFF ALT OF 2500 FT TO 2800 FT MSL. I PUSHED DOWN ON YOKE. HE REALIZED ERROR AND DSNDED TO THE CORRECT ALT OF 2500 FT MSL. THE PROBS STARTED WHEN CLBING THROUGH 1000 FT MSL AND 1 DME FROM ARPT, DEP SAID 'TURN L HDG 290 DEGS.' FO DID NOT WANT TO START TURN BECAUSE HE WANTED TO FOLLOW SID AND WAIT UNTIL 4 DME. I ASKED DEP IF HE WANTED AN IMMEDIATE TURN OR WAIT UNTIL 4 DME. HE REPLIED 'MAKE IT A STANDARD RATE TURN.' IN THE CONFUSION OVER WHEN TO TURN, FO BUSTED ALT. LEVELOFF ALT IS TOO LOW FOR HIGH PERFORMANCE JET TRANSPORT. CTLR SHOULD HAVE SPECIFIED 'RADAR VECTOR OFF SID.'
