Narrative:

On landing at psp we confirmed with the station that we had an inoperative APU. After parking, the ground crew was prompt in connecting external power. Though plugged in, the gpu was not providing electrical power and the ground crew had left to unload baggage. After a few mins the agent opened the door and through the flight attendant told me to shut off the jet engine. I asked the flight attendant to tell the agent to have the ground crew return and get the gpu operating before we could shut the engine down. A few mins later, I noticed passenger deplaning the aircraft. After about 1/2 the passenger were off, the ground crew came back and reconnected the gpu. We shut the engine down and finished the checklist. After the passenger had deplaned I had an opportunity to speak with the agent and told her it was against our policy to deplane the aircraft with the left engine running and no jetbridge. She said she knew this. We departed psp with the same aircraft to dfw. Both engines were started at the gate. After starting the right engine the aft baggage door was opened for last min bags. We shut down the right engine and requested maintenance for a FOD check and logbook signoff. Delay was about 25 mins. The ground people said they forgot about not opening the aft cargo door. The folks at psp have some of the best hustle in the system. My concern is that they are cutting corners that may cause injuries. Supplemental information from acn 394520: while waiting for external power to be established, agent opened forward entry door and started deplaning passenger down the portable stairs while the left engine was running. No power was available and no one was in sight on the ground. Repeated calls to operations on the radio were attempted. Later, ground power was available and left engine was shut down. Approximately 2 dozen passenger were deplaned during this time.

Title: 2 DOZEN PAX ARE DEPLANED AT PSP VIA AIRSTAIRS WITH THE #1 L ENG STILL OPERATING. APU WAS MEL'ED. THE GPU WAS IMPROPERLY CONNECTED. PIC AND FO WERE UNABLE TO GET GND PWR AND AGENT RUSHED THE DEPLANING PROCESS WITHOUT COORD WITH THE FLC.

AFTER ABOUT 1/2 THE PAX WERE OFF, THE GND CREW CAME BACK AND RECONNECTED THE GPU. WE SHUT THE ENG DOWN AND FINISHED THE CHKLIST. AFTER THE PAX HAD DEPLANED I HAD AN OPPORTUNITY TO SPEAK WITH THE AGENT AND TOLD HER IT WAS AGAINST OUR POLICY TO DEPLANE THE ACFT WITH THE L ENG RUNNING AND NO JETBRIDGE. SHE SAID SHE KNEW THIS. WE DEPARTED PSP WITH THE SAME ACFT TO DFW. BOTH ENGS WERE STARTED AT THE GATE. AFTER STARTING THE R ENG THE AFT BAGGAGE DOOR WAS OPENED FOR LAST MIN BAGS. WE SHUT DOWN THE R ENG AND REQUESTED MAINT FOR A FOD CHK AND LOGBOOK SIGNOFF. DELAY WAS ABOUT 25 MINS. THE GND PEOPLE SAID THEY FORGOT ABOUT NOT OPENING THE AFT CARGO DOOR. THE FOLKS AT PSP HAVE SOME OF THE BEST HUSTLE IN THE SYS. MY CONCERN IS THAT THEY ARE CUTTING CORNERS THAT MAY CAUSE INJURIES. APPROX 2 DOZEN PAX WERE DEPLANED DURING THIS TIME.
