Narrative:

After takeoff from apf, clearance was climb to 2000 ft. After leveling off at 2000 ft, PF thought he heard climb and maintain 4000 ft. Note: PNF did not hear this clearance. We left 2000 ft for 4000 ft and at 2800 ft the PNF discovered the altitude deviation. Corrective action was taken and we descended back down to 2000 ft. We were then cleared to 4000 ft. Contributing factors were heavy rain and turbulence, misunderstanding by crew.
