Narrative:

We departed runway 5 at iso. Tower cleared us for takeoff with a l- hand turn on course, and climb to 8000 ft. Once we started our left turn, we got an mfd TCASII popup TA only because of our low altitude relationship to the ground. We stopped the climb, leveloff (as soon as possible). Crew saw traffic flying a left downwind for runway 5. Traffic missed us by 200 ft and the TCASII confirmed the altitude. We asked tower about the traffic and the tower controller stated that the piper aircraft said that he was 5 mi out -- in actuality he was less than 1 mi. I really feel that if we would not have had TCASII we would have had a midair collision. Close, very close. Both the piper pilot and controller could've used better judgement.

Title: AN IFR CGA HS25 ACFT IN A L TURN AFTER TKOF EXPERIENCES AN NMAC WITH A PA46 ENTERING DOWNWIND. THE RPTR FEELS THAT TCASII TA PREVENTED A MORE SERIOUS SIT FROM OCCURRING.

Narrative: WE DEPARTED RWY 5 AT ISO. TWR CLRED US FOR TKOF WITH A L- HAND TURN ON COURSE, AND CLB TO 8000 FT. ONCE WE STARTED OUR L TURN, WE GOT AN MFD TCASII POPUP TA ONLY BECAUSE OF OUR LOW ALT RELATIONSHIP TO THE GND. WE STOPPED THE CLB, LEVELOFF (ASAP). CREW SAW TFC FLYING A L DOWNWIND FOR RWY 5. TFC MISSED US BY 200 FT AND THE TCASII CONFIRMED THE ALT. WE ASKED TWR ABOUT THE TFC AND THE TWR CTLR STATED THAT THE PIPER ACFT SAID THAT HE WAS 5 MI OUT -- IN ACTUALITY HE WAS LESS THAN 1 MI. I REALLY FEEL THAT IF WE WOULD NOT HAVE HAD TCASII WE WOULD HAVE HAD A MIDAIR COLLISION. CLOSE, VERY CLOSE. BOTH THE PIPER PLT AND CTLR COULD'VE USED BETTER JUDGEMENT.
