Narrative:

Unable to contact las approach, very busy. When contact made at search light and transponder code assigned las unable to read transponder and was told to stay outside of class B airspace. I circled 3 times and approach still could not read my transponder. I then decided to fly under the class B and go into north las vegas. However, approximately 9 mi out of las VOR on a 120 degree radial las approach was able to read my transponder. I was then given directions to turn right and enter a base for runway 25L and call the numbers. At approximately 7 mi on left base for runway 25L, another controller told me to turn toward right and climb to 4500 ft. While watching on-coming traffic, I went past 4500 ft to 4900 ft. Again the controller said to go 4500 ft and turn left for landing on runway 19R. Upon leaving the active, ground control told me to call approach on land line and explain my actions. I believe that I had been cleared into class B airspace. Contributing factors: very busy approach frequency and talking to numerous controllers. I talked to 3 different controllers during this incident.

Title: PVT PLT OF A C182 INADVERTENTLY PENETRATED CLASS B AIRSPACE WHEN ATTEMPTING TO FLY UNDERNEATH TOWARD THE PRIMARY ARPT. THIS OCCURRED AFTER BEING UNSUCCESSFUL IN OBTAINING CLRNC FROM ATC OUTSIDE OF THE AIRSPACE DUE TO THEIR INABILITY TO OBSERVE HIS XPONDER CODE.

Narrative: UNABLE TO CONTACT LAS APCH, VERY BUSY. WHEN CONTACT MADE AT SEARCH LIGHT AND XPONDER CODE ASSIGNED LAS UNABLE TO READ XPONDER AND WAS TOLD TO STAY OUTSIDE OF CLASS B AIRSPACE. I CIRCLED 3 TIMES AND APCH STILL COULD NOT READ MY XPONDER. I THEN DECIDED TO FLY UNDER THE CLASS B AND GO INTO NORTH LAS VEGAS. HOWEVER, APPROX 9 MI OUT OF LAS VOR ON A 120 DEG RADIAL LAS APCH WAS ABLE TO READ MY XPONDER. I WAS THEN GIVEN DIRECTIONS TO TURN R AND ENTER A BASE FOR RWY 25L AND CALL THE NUMBERS. AGAIN THE CTLR SAID TO GO 4500 FT AND TURN L FOR LNDG ON RWY 19R. UPON LEAVING THE ACTIVE, GND CTL TOLD ME TO CALL APCH ON LAND LINE AND EXPLAIN MY ACTIONS.
