Narrative:

Level 3 limited radar tower. Approach airspace shared with level 4 and 5 towers. Airspace confign (R30/southeast) was leading to numerous delays or reroutes for acrs and other aircraft. The subject aircraft had received both of these and had finally obtained a release from approach. In an attempt to get him on his way, I cleared him for takeoff with an arriving B737 on a 4 mi final. When it became apparent that loss of separation would occur and the arriving pilot questioned the operation, I instructed him to continue and land. I allowed my desire to mitigate the delay and avoid the awkwardness of a go around (extraneous factors) to color my judgement when I should have noted the tailwind affecting the arrival and the heavily loaded performance of the xcontinent challenger jet.

Title: AN ATCT LCL CTLR ADMITS THAT HIS DESIRE TO AVOID A CPR ACFT FURTHER DELAY LED TO A LTSS WITH AN APCHING ACR B737. THE CL60 HAD A LONGER TKOF RUN THAN HE ANTICIPATED AND THE B737 HAD A TAILWIND ON FINAL APCH.

Narrative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
