Narrative:

Air carrier X was placed in handoff to me 40 mi south sie, inside my sector boundary (late). I accepted the aircraft, pointed him out to adjacent sectors, coordinated with sector below for his descent with turns. I had sector 34 turn him back to the south to get him down, and descended him when he checked on my frequency. I had handed him off to the next sector, so I switched him. Supplemental information from acn 390607: radar handoff not made to next sector. Aircraft proceeded through next sector. Once discovered, coordination was made and handoff and frequency change made. Supplemental information from acn 390446: I was working the data position. After a busy period during which I was involved with coordination duties I noticed a flight progress strip in our active bay whose time indicated that it should already have progressed our sector. I initiated handoff to the next sector, but could not locate the data tag on our radar scope. Upon asking the radar controller he replied that the aircraft was already gone. I asked him to extend his radar range and we found the aircraft had progressed well into the next controller's airspace without a handoff. Perhaps the situation could have been avoided by the timely placement of a handoff person or by having a full time fpl controller working the right side.

Title: ARTCC RADAR CTLR ALLOWED AN ACR TO PENETRATE THE ADJOINING CTLR'S AIRSPACE WITHOUT A RADAR HDOF. DATA CTLR FOUND ACTIVE OPERATIONAL BAY CTL STRIP AFTER BUSY TFC SESSION AND QUESTIONED RADAR CTLR OF STATUS.
