Narrative:

An LR25 landing at cleveland was cleared to FL220, the pilot read back FL200. I issued traffic to the LR25 opposite direction at FL210, a DC9, that had been temporarily stopped to get the LR25 started down. I went off line to answer a coordination line and the LR25 questioned the altitude assignment (per traffic issued). The pilot did not question it again and the operational error occurred.

Title: LOSS OF SEPARATION BTWN A DSNDING LR25 AND A DC9 AT FL210. LR25 MISCOPIED CLRNC AS FL200 VICE FL220.

Narrative: AN LR25 LNDG AT CLEVELAND WAS CLRED TO FL220, THE PLT READ BACK FL200. I ISSUED TFC TO THE LR25 OPPOSITE DIRECTION AT FL210, A DC9, THAT HAD BEEN TEMPORARILY STOPPED TO GET THE LR25 STARTED DOWN. I WENT OFF LINE TO ANSWER A COORD LINE AND THE LR25 QUESTIONED THE ALT ASSIGNMENT (PER TFC ISSUED). THE PLT DID NOT QUESTION IT AGAIN AND THE OPERROR OCCURRED.
