Narrative:

For 17 yrs I have done maintenance and modifications to globe swift (tc A-766), prepared form XXX, and submitted them to the FAA, which they accepted. The FAA is now questioning the correctness of these form XXX's they accepted as correct. On some form XXX's I referred to approved technical data of stc's similar to the work performed as additional information for the modification. On some form XXX's I overlooked the mention of a minor deviation to an stc when reusing the original elevator cable turn around pulley instead of the one supplied with the kit. The problem seems to be a lack of uniformity within the FAA. One official can approve work performed while another will decide the same work is unacceptable. It just depends on how that individual interprets the FARS that day. I have a list of 37 aircraft I have worked on by n- number and serial number.

Title: A MECH RPTS WHEN MODIFYING A GLOBE SWIFT TC A-766 AND SUBMITTING A XXX FORM, THE FAA LACKS UNIFORMITY IN THE ACCEPTANCE OF THE WORK AND THE INTERP OF THE FARS VARY FROM OFFICIAL TO OFFICIAL AND DAY TO DAY.

Narrative: FOR 17 YRS I HAVE DONE MAINT AND MODIFICATIONS TO GLOBE SWIFT (TC A-766), PREPARED FORM XXX, AND SUBMITTED THEM TO THE FAA, WHICH THEY ACCEPTED. THE FAA IS NOW QUESTIONING THE CORRECTNESS OF THESE FORM XXX'S THEY ACCEPTED AS CORRECT. ON SOME FORM XXX'S I REFERRED TO APPROVED TECHNICAL DATA OF STC'S SIMILAR TO THE WORK PERFORMED AS ADDITIONAL INFO FOR THE MODIFICATION. ON SOME FORM XXX'S I OVERLOOKED THE MENTION OF A MINOR DEV TO AN STC WHEN REUSING THE ORIGINAL ELEVATOR CABLE TURN AROUND PULLEY INSTEAD OF THE ONE SUPPLIED WITH THE KIT. THE PROB SEEMS TO BE A LACK OF UNIFORMITY WITHIN THE FAA. ONE OFFICIAL CAN APPROVE WORK PERFORMED WHILE ANOTHER WILL DECIDE THE SAME WORK IS UNACCEPTABLE. IT JUST DEPENDS ON HOW THAT INDIVIDUAL INTERPRETS THE FARS THAT DAY. I HAVE A LIST OF 37 ACFT I HAVE WORKED ON BY N- NUMBER AND SERIAL NUMBER.
