Narrative:

Pilot departed runway 26L, runway heading to climb and maintain 3000 ft MSL. Pilot was instructed to turn left heading 190 degrees. Pilot continued runway heading. I had traffic holding on the runway waiting for departure, and air carrier traffic on 6-8 mi final, the departure would be turning left heading 240 degrees per SID instructions. Pilot would not acknowledge radio xmissions until 3 mi west of airport. Pilot had broken 3000 ft restr and was at 4000 ft. Pilot finally acknowledged instructions to turn left.
