Narrative:
Ellma 6 departure from seatac deviating for WX. Climbing through 16000 ft, saw aircraft. Callback conversation with reporter revealed the following information: reporter states they were climbing and had been given TA but had not sighted traffic. They then saw the traffic on TCASII and as they came around a cell they had deviated around there was the aircraft at 2 O'clock and 1 mi. TCASII gave an RA and they deviated left and descended to avoid the traffic.
