Narrative:

On nov/sun/97, at XX28 EST, the full digital ARTS display (fdad) radar display at the 'mugzy' position in the ewr sector of the ny TRACON failed. This position works ewr satellite arrs and departures and runway 11/29 traffic at ewr. The mugzy controller was forced to place some arrival aircraft in airborne holding while moving to an adjacent position to resume the operation. A replacement fdad was installed, and did not operate. A second replacement fdad was installed and at approximately XY00 EST the operation was returned to 'normal.' the 'spare' scopes at the new york TRACON are uncertifiable and unreliable. The rate of failures will be increasing and there are no parts available to fix these displays. Delays will start increasing, and safety is being compromised.

THIS POS WORKS EWR SATELLITE ARRS AND DEPS AND RWY 11/29 TFC AT EWR. THE MUGZY CTLR WAS FORCED TO PLACE SOME ARR ACFT IN AIRBORNE HOLDING WHILE MOVING TO AN ADJACENT POS TO RESUME THE OP. A REPLACEMENT FDAD WAS INSTALLED, AND DID NOT OPERATE. A SECOND REPLACEMENT FDAD WAS INSTALLED AND AT APPROX XY00 EST THE OP WAS RETURNED TO 'NORMAL.' THE 'SPARE' SCOPES AT THE NEW YORK TRACON ARE UNCERTIFIABLE AND UNRELIABLE. THE RATE OF FAILURES WILL BE INCREASING AND THERE ARE NO PARTS AVAILABLE TO FIX THESE DISPLAYS. DELAYS WILL START INCREASING, AND SAFETY IS BEING COMPROMISED.
