Multi engine trainee landed gear up during multi engine practice in preparation for his multi engine test. The flight instructor became distracted during engine cuts on final and had not noticed that the landing gear was not down. The before landing checklist was not used.

Narrative:

Received mei instruction. Had made 2 lndgs before simulated engine failure on top of final. Cleaned up the aircraft, didn't put the gear down. Shut off all electrical and fuel system. Pre-landing checklist (on final) should or could avoid this problem.
