Narrative:

Both pilots distraction going through FL180. Failed to reset altimeters from 29.92 to 29.49. As a result, aircraft leveled off 300 ft low at 11700 ft instead of 12000 ft. Heavy traffic, numerous vectors and change in clearance altitude and fix going through transition altitude contributed to distraction.
