Narrative:

ZMA provides approach control service. ZMA insists that they need not provide separation services to VFR aircraft on practice approachs. ZMA puts a VFR practice approach aircraft side-by-side with an IFR aircraft on intersecting approachs without so much as a TA, then hands them over to us. We get to 'orchestrate' the ensuing evasive maneuvering. The seneca was on the NDB runway 11R approach versus the C130 on the VOR runway 11R approach. The kicker to all this is that the approachs were to circle to runway 4. So, when I get the 2 planes on my frequency, since the piper is to the right of the C130 and the C130 must turn to the right, the first thing I must do is revoke the approach clearance and tell the seneca to turn right. This is no service to the seneca and defeats the purpose of practice approachs, aside from being unsafe and poor control technique. If I had a BRITE scope I could see this situation developing sooner and formulate a better response, but ZMA has radar and created the situation, so the only 2 solutions I can see are: 1) revise practice approach handling procedures at ZMA, or 2) establish a dedicated approach control facility for the vero beach/fort pierce area. Center has no clue about terminal airspace operations. This operation might be legal, but it's also stupid.
