Narrative:

Nov/xa/97, XC00, WX high overcast 10000 ft or better, wind northwest 10-12 KTS. I just finished grooming a ski strip in front of my cabin. I asked a friend to watch for snowmobiles -- all was clear. I took off and flew around for 10 mins and returned to land. My approach has 50 ft trees on a hill and beyond this 200 ft of brush and fallen trees (large spruce) before the touchdown area. As I dropped below the trees, I lowered the nose to compensate for the loss of wind. As I descended I noticed a snowmobile moving out of the brush. I made a go around and the wind gusted blowing me to the left of the groomed strip over one of the snowmobiles. I was about 25 ft above him. On my next approach, right on the approach end of the strip, was a man standing on his snowmobile blocking my landing. I made a go around and flew to the left of him as far as I could. I have tried to block the strip off to stop snowmobiles from coming on the strip. They tear down my signs and seem to ignore my landing area. This is private property. Is there any law that will provide police action? Callback conversation with reporter revealed the following information: reporter stated that he had not been contacted by the FAA regarding this matter even though the snowmobile operator threatened to turn him in for flying over him at such a low altitude. He also stated that the air strip is on state owned property, but that he has been told that the state has designated the area for an aircraft landing airstrip! However, since he and 1 other cabin owner have been the only ones using the airstrip, and many snowmobile operators have been over the yrs, they act as if they have the right-of-way over aircraft! He is going to see if the situation can be resolved by the state. Reporter was operating his own piper PA18 super cub.

Title: PLT OF A PIPER PA18 SUPER CUB MADE A GAR TO AVOID A SNOWMOBILE OPERATOR DURING APCH TO LNDG ON STATE OWNED PROPERTY ADJACENT TO HIS PVT PROPERTY. ACCORDING TO THE RPTR THE STATE HAS DESIGNATED THE PROPERTY AS A LNDG AREA.

ON MY NEXT APCH, RIGHT ON THE APCH END OF THE STRIP, WAS A MAN STANDING ON HIS SNOWMOBILE BLOCKING MY LNDG. I MADE A GAR AND FLEW TO THE L OF HIM AS FAR AS I COULD. I HAVE TRIED TO BLOCK THE STRIP OFF TO STOP SNOWMOBILES FROM COMING ON THE STRIP. THEY TEAR DOWN MY SIGNS AND SEEM TO IGNORE MY LNDG AREA. THIS IS PVT PROPERTY. IS THERE ANY LAW THAT WILL PROVIDE POLICE ACTION? CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE HAD NOT BEEN CONTACTED BY THE FAA REGARDING THIS MATTER EVEN THOUGH THE SNOWMOBILE OPERATOR THREATENED TO TURN HIM IN FOR FLYING OVER HIM AT SUCH A LOW ALT. HE ALSO STATED THAT THE AIR STRIP IS ON STATE OWNED PROPERTY, BUT THAT HE HAS BEEN TOLD THAT THE STATE HAS DESIGNATED THE AREA FOR AN ACFT LNDG AIRSTRIP! HOWEVER, SINCE HE AND 1 OTHER CABIN OWNER HAVE BEEN THE ONLY ONES USING THE AIRSTRIP, AND MANY SNOWMOBILE OPERATORS HAVE BEEN OVER THE YRS, THEY ACT AS IF THEY HAVE THE RIGHT-OF-WAY OVER ACFT! HE IS GOING TO SEE IF THE SIT CAN BE RESOLVED BY THE STATE. RPTR WAS OPERATING HIS OWN PIPER PA18 SUPER CUB.
