Narrative:

The cargo truck arrived at hln (helena, mt) 20 mins late. The truck backed up to the aircraft as it always does. After we quickly loaded the cargo because we were behind schedule, we secured the tail stand and cargo door. The captain then completed the final walkaround and boarded the aircraft with the #2 engine running. We charged the battery and checked the cargo truck which had stalled beside the aircraft. The truck appeared to be clear of the aircraft, so we started engine #1. Subsequently as we commenced to taxi, the horizontal stabilizer struck the cargo truck. The engines were then shut down and the damage was inspected.
