Narrative:

ATC facility: ground security. Location: lhr ground. I was captain on flight lhr-jfk at gate X. About 10 mins from departure when security came on board and told me we had 4 bags from air carrier B because of a tight connection the passenger bags were unable to make the same flight as the passenger. I asked if these were air carrier a (our airline) passenger. Security said no they were air carrier B passenger and had nothing to do with air carrier a. I told him I wanted the bags off the airplane because it had nothing to do with air carrier a and the passenger were not even booked on air carrier a. Security then said we scratch the air carrier a backs they scratch our backs and that because of the alliance we can do this. I told him there is no alliance and that I'm not flying the trip with bags from another air carrier on my airplane without their owners being on board. Security then sent up their head person to try and get me to take the bags. I said no and told them to remove the bags and if they wanted to give me the delay then do it. She said fine and the bags were removed and we left about 20 mins late. Part 1 does not say anything about taking bags from another air carrier without the passenger and after the international air carrier explosion I felt this was not a good deal. I think we need to tell our crews what is going on and if we do have an alliance with air carrier B then tell us and change the part 1 to reflect the changes. Till then I will not take any bags from any air carrier unless the passenger are on board. I strongly feel that all bags on an airplane must have their owners on board. Another air carrier explosion would not be accepted by the public or the crews.

HE REFUSES TO ACCEPT THE BAGS AND REQUESTS THEY BE REMOVED. SECURITY PERSONNEL TRY TO CONVINCE HIM TO TAKE THE BAGS AS A COURTESY. HE HAS THE BAGS REMOVED.

SECURITY THEN SENT UP THEIR HEAD PERSON TO TRY AND GET ME TO TAKE THE BAGS. I SAID NO AND TOLD THEM TO REMOVE THE BAGS AND IF THEY WANTED TO GIVE ME THE DELAY THEN DO IT. SHE SAID FINE AND THE BAGS WERE REMOVED AND WE LEFT ABOUT 20 MINS LATE. PART 1 DOES NOT SAY ANYTHING ABOUT TAKING BAGS FROM ANOTHER ACR WITHOUT THE PAX AND AFTER THE INTL ACR EXPLOSION I FELT THIS WAS NOT A GOOD DEAL. I THINK WE NEED TO TELL OUR CREWS WHAT IS GOING ON AND IF WE DO HAVE AN ALLIANCE WITH ACR B THEN TELL US AND CHANGE THE PART 1 TO REFLECT THE CHANGES. TILL THEN I WILL NOT TAKE ANY BAGS FROM ANY ACR UNLESS THE PAX ARE ON BOARD. I STRONGLY FEEL THAT ALL BAGS ON AN AIRPLANE MUST HAVE THEIR OWNERS ON BOARD. ANOTHER ACR EXPLOSION WOULD NOT BE ACCEPTED BY THE PUBLIC OR THE CREWS.
