Narrative:

Frequency: 124.15 dfw runway 18R. ATC facility: dfw tower. Location: dfw. Landing dfw runway 18R we were asked to hold short taxiway B which we accepted and complied with. After landing we could see that there were no aircraft waiting to cross our runway. When we asked the tower controller about this, he replied that to be consistent, the lahso operations are either used or not used. Upon further questioning, the controller revealed that this practice aids him in not forgetting the hold short clearance when required. This cya misuse of lahso by the tower controller is unsatisfactory and exposes us to violations unnecessarily. Recommend review of the tower tapes for exact verbiage. Callback conversation with reporter revealed the following information: reporter stated that the ATIS did not specifically say that the lahso procedure was in effect. He noted that the ATIS did advise that simultaneous runway usage was in effect and that when he hears this he does expect a lahso procedure to be used. He could not recall where he had read this but will research this further and advise. He had turned in a report of this event to the airline and his union. He is not aware of any follow-up actions either organization will perform in response to his reported incident. He simply felt that the whole event was quite unique and improper.

Title: ACR FO RPT ON POSSIBLE MISUSE OF THE LAHSO PROC. TWR CTLR ROUTINELY ASKING FLCS TO HOLD SHORT OF TXWY B WHEN LNDG RWY 18R AT DFW. NO TFC IN CONSIDERATION, JUST A PROCEDURAL MANEUVER TO REMIND OR PREVENT THE CTLR FROM FORGETTING THE HOLD SHORT WHEN THE LAHSO PROC IS IN EFFECT.

AFTER LNDG WE COULD SEE THAT THERE WERE NO ACFT WAITING TO CROSS OUR RWY. WHEN WE ASKED THE TWR CTLR ABOUT THIS, HE REPLIED THAT TO BE CONSISTENT, THE LAHSO OPS ARE EITHER USED OR NOT USED. HE NOTED THAT THE ATIS DID ADVISE THAT SIMULTANEOUS RWY USAGE WAS IN EFFECT AND THAT WHEN HE HEARS THIS HE DOES EXPECT A LAHSO PROC TO BE USED. HE COULD NOT RECALL WHERE HE HAD READ THIS BUT WILL RESEARCH THIS FURTHER AND ADVISE. HE HAD TURNED IN A RPT OF THIS EVENT TO THE AIRLINE AND HIS UNION. HE IS NOT AWARE OF ANY FOLLOW-UP ACTIONS EITHER ORGANIZATION WILL PERFORM IN RESPONSE TO HIS RPTED INCIDENT. HE SIMPLY FELT THAT THE WHOLE EVENT WAS QUITE UNIQUE AND IMPROPER.
