Narrative:

While taxiing out to runway 23L, we were told to contact ground at spot Z. We began taxiing from gate. While taxiing out, I saw 3 numbers on the ground labeled X, Y, Z. When we got to #Z, I called ground and she told me we were not at spot #Z but instead at spot #X and to continue to spot #Z. We both checked our commercial chart and could not find spot #X, #Y or #Z. We continued taxiing to runway 23L. In front of taxiway B11 we were told to taxi to runway 23L intersection west. I told ground that we will need full length since we did not have takeoff data for intersection west. We were then told to taxi to runway 23L via intersection J. When we got to intersection J I asked ground if we were cleared to taxi across runway 28. She said yes, and to contact tower. We continued to taxi, I contacted tower and said we were ready for takeoff. He cleared us for takeoff. After departure, ZOB gave me a phone number to call. My captain was issued a pilot deviation report for crossing the runway 23L hold line. They said that there were 2 hold short lines on runway 28. The hold short lines are not marked on the commercial chart pages. Cle has so many nonstandard markings on the ground and they need to explain these markings. Local pilots may understand the markings, but to someone who does not fly out of there every day, it is confusing.

AFTER TKOF FLC RECEIVED MESSAGE TO CALL CLE AND WAS TOLD A DEV HAD BEEN FILED FOR XING THE HOLD LINE FOR RWY 23L. ARPT MARKINGS ARE RPTEDLY CONFUSING.

WE CONTINUED TO TAXI, I CONTACTED TWR AND SAID WE WERE READY FOR TKOF. HE CLRED US FOR TKOF. AFTER DEP, ZOB GAVE ME A PHONE NUMBER TO CALL. MY CAPT WAS ISSUED A PLTDEV RPT FOR XING THE RWY 23L HOLD LINE. THEY SAID THAT THERE WERE 2 HOLD SHORT LINES ON RWY 28. THE HOLD SHORT LINES ARE NOT MARKED ON THE COMMERCIAL CHART PAGES. CLE HAS SO MANY NONSTANDARD MARKINGS ON THE GND AND THEY NEED TO EXPLAIN THESE MARKINGS. LCL PLTS MAY UNDERSTAND THE MARKINGS, BUT TO SOMEONE WHO DOES NOT FLY OUT OF THERE EVERY DAY, IT IS CONFUSING.
