Narrative:

We were level at FL230 and told another aircraft was to descend to FL240. When he passed we would get higher. The TCASII gave a descent and showed the aircraft at '0' ft differential in red. We reported this to ATC and the reply came back that he was at FL240 or to cross at FL240.

Title: AN ACR B727 FLC WERE LEVEL AT FL230 WHEN THEY RECEIVED AN 'RA' FROM AN ACFT THAT WAS SUPPOSED TO BE AT FL240. THEIR TCASII READ ZERO ALT DIFFERENTIAL.

Narrative: WE WERE LEVEL AT FL230 AND TOLD ANOTHER ACFT WAS TO DSND TO FL240. WHEN HE PASSED WE WOULD GET HIGHER. THE TCASII GAVE A DSCNT AND SHOWED THE ACFT AT '0' FT DIFFERENTIAL IN RED. WE RPTED THIS TO ATC AND THE REPLY CAME BACK THAT HE WAS AT FL240 OR TO CROSS AT FL240.
